Outgoing Ohio Governor Grants Pardons to 43 People The outgoing Ohio governor has granted clemency to 43 people after a review of 377 requests. Most had been pending from 2009. Gov. Ted Strickland, a Democrat, on Tuesday issued 37 pardons to former inmates and commuted the sentences of six convicts. He denied clemency in 334 cases. ADVERTISEMENT The Ohio Parole Board recommended he grant clemency 23 times. None of the cases involved the death penalty, and Strickland's office says most are associated with minor or non-violent offenses. The pardons were granted to people who have completed their entire sentence, or never went to prison. Strickland, a former prison psychologist, leaves office on Sunday.
