Ohio Board Rejects Clemency For Death Row Inmate The Ohio Parole Board said on Wednesday that no mercy should be shown toward a death row inmate set to be executed next month for a gruesome slaying of a tri-state woman. The eight-member board voted unanimously on Wednesday to recommend that Gov. John Kasich deny clemency to 37-year-old Brett Hartman. Hartman was convicted of murdering 46-year-old Winda Snipes in her apartment in Akron on Sept. 9, 1997. Police said Hartman tied Snipes to her bed and stabbed her 138 times, slit her throat and cut off her hands. The board backed their decision saying that the panel had "overwhelming evidence" that Hartman brutally murdered Snipes. Hartman has been on death row since June 2, 1998, and was within a week of being executed in 2009 before a federal appeals court allowed him to pursue an appeal. Ohio Parole Board rejects clemency for condemned killer who stabbed woman, cut off hands The Ohio Parole Board says no mercy should be shown toward a condemned inmate set to die next month for killing a woman who was stabbed more than 100 times, then had her hands cut off. The eight-member board voted unanimously on Wednesday to recommend that Gov. John Kasich (KAY'-sik) deny clemency to 37-year-old Brett Hartman, whose execution is scheduled for Aug. 16. In its decision, the board said Hartman "brutally murdered" 46-year-old Winda Snipes of Akron in 1997. The panel cited what it described as "overwhelming evidence" of Hartman's guilt.
