ABA: Kentucky should suspend executions FRANKFORT, Ky.— The American Bar Association on Wednesday recommended that the state indefinitely halt all executions after a study showed a high rate of convictions being reversed, no standard for attorneys handling capital cases and few protections against executing the mentally disabled. The report, which examined 92 factors in Kentucky's system, was conducted as part of the ABA's Death Penalty Moratorium Implementation Project, which has examined eight other states since 2001.
