The Ohio Department of Rehabilitation and Correction has begun using an electronic mail system.
To be clear, this program does NOT provide inmates with direct email access, or your email address. Rather, it allows those who wish to correspond with an inmate to enter into a subscription through a third-party website, at a cost, and that company will serve as the vehicle to manage emails. These emails should not be considered confidential. (Nor should regular mail or phone calls.)
How to reach an inmate by email can be found on each of their pages. A list can be found here;

A quick run down on how it works;
You create an account, free to create.
You search for and add the inmate you would like to write to. (You may need to use either an "A" or a "W" before the inmate number. Example; A357869) "A" is for male inmates and "W" is for women. Inmate numbers can also be found here;

You purchase what are called "Stamps" Ie; 15 stamps for $4.50 USD. Each page or attachment of an email costs one stamp.
You compose and send your message.
The prison receives, reads, and if they do not find anything objectionable, prints out the message, which is then delivered to the inmate at the next regular mail call. (Not on weekends)
The inmate then writes out a reply to your message if they have JPay stamps to use. (You can include a free 'for them' stamp for them when you send your message.) which is then scanned and the image is sent back to your JPay account.
If you send a two page email the inmate can only send a one page reply.
Please note; You can not put money on an Ohio inmates account through Jpay
