Belmont County Man May Finally Get Death Penalty Donald Palmer, now 45 years old, has been on death row since 1989. Palmer was convicted of aggravated murder in the road rage shooting deaths of Charles Sponholz and Steven Vargo. He shot them each in the head twice. Now Prosector Chris Berhalter says the death sentence needs to be carried out. "I can't imagine how difficult it's been for families of these two victims to wait 21 years for Mr. Palmer to have finally exhausted all his appeals but that has occurred and we have filed a motion now with the Supreme Court of Ohio to set the execution date and carry out the sentence that was imposed back in 1989," Berhalter said. In Ohio, executions are done by lethal injection. Donald Palmer's co-defendant Edward Hill was also convicted of the murders. 21 Years Later, Palmer May Soon Be Executed Donald "Duke" Palmer has been awaiting an execution date since being convicted of double murder and two counts of armed robbery in 1989. Now, the Belmont County prosecutor, Chris Berhalter said Tuesday that Palmer has finally exhausted all of his state and federal appeals so his office filed a motion with the Ohio Supreme Court to set an execution date. If it is finalized, Palmer will be the first Belmont County inmate executed since 1951. "Some things are really worth of death I feel like, really heinous crimes need a big penalty," said Val Bennett a resident of Belmont County. With Donald Palmer potentially set to become the first man executed in our area in over half a century, it once again raises the ethical debate surrounding the death penalty. "I'm not necessarily for the death penalty, for the sheer fact that, who are we to take lives? That shouldn't be our choice," said Jimmy Redinger of Martins Ferry. Modern capital punishment was implemented in 1897. Since then, in our area nine inmates have been put to death, four in Belmont County, and the last being George Doth in February of 1951. Palmer Given Chance for Clemency After 23 Years on Death Row The Belmont County man who has been on death row for 23 years will have a clemency hearing next week. Donald Palmer was convicted of shooting and killing Charles Sthingyholz and Steven Vargo in 1989. Authorities said in a road rage case, Palmer shot the men twice in the head. Clemency Hearing Held The Ohio Parole Board said it will make a recommendation by next week as to whether convicted double murderer Donald Palmer, who confessed to shooting two motorists in Belmont County more than 20 years ago, should be granted clemency. By order of the Ohio Supreme Court, the 47-year-old Palmer is scheduled to be executed Sept. 20 at the Southern Ohio Correctional Facility in Lucasville, Ohio. A clemency hearing in the case was held this morning in Columbus, and the board will file its recommendation on Aug. 24 with Gov. Cross post/ Death row in Ohio shrinking as death sentences drop off in recent years As Ohio's death row shrinks by one man with each execution, so does the elbow room in Donald Palmer's cell. On death row since 1989, the 47-year-old murderer from Belmont County has lived half his life among the other condemned inmates, growing close to many who have walked before him into the execution chamber. "Half my house is filled with property from guys who have gone on to be executed," Palmer said matter-of-factly during a recent rareinterview from death row at the Chillicothe Correctional Institute. "The stuff that I own, these are clothes and towels and tapes and CDs and stuff like that." Early Thursday afternoon -- if everything goes according to schedule -- Palmer's accumulation of material possessions will likely be divvied up among those still living on death row.
